We had a chat with Paulo Gregório, Director of Supervision on the Simple project in Vilamoura, to talk about the importance of supervision and give us some insights on what can and should be improved in the procedures of a project of this size. To begin, explain to us the importance of supervision. What is the role of inspection in a construction project?

Inspection is a fundamental entity in any construction project to ensure the correct execution of the works according to the project, and to detect and correct errors or flaws that may compromise the works in terms of costs, deadlines and construction quality. We, PorticOne, seek in our work “to be the client’s eyes”, thus relying on the accumulated experience and lessons learned from previous works so that the same mistakes are not made.

The supervision also has the responsibility and duty to cooperate with all parties involved – contractor, owner and subspecialties – so that everyone acts in harmony so that the work developed meets the expectations and obeys the project assumptions.

How do you define PorticOne and the work you develop?

With over 18 years of activity in the public and private sectors, PorticOne has specialized in the supervision and project management of the high-end residential market in the Algarve, being currently one of the leading companies in this market.

We propose to work always at the best level, seeking continuous improvement of our procedures, in order to continue to grow in this market.

From your experience, what general procedures can be improved in Portugal?

The formula for transversal improvement of construction management processes can be summarized in three words: Planning, procedures, and people.

Realistic advance planning of the entire process is the key to ensuring that unforeseen events are foreseen from the outset. Secondly, it is important to have a capable management of all the safety procedures, quality control, and financial management, a daily work and continuous improvement. The demand must be maximum and we cannot make it easy. And third, but not less important, the key to good construction management is to have capable and competent people, which implies developing solid and professional relationships with good partners. The truth is that everything starts with people, so if companies have competent teams, this will naturally translate into ideas and better results.

And how do you evaluate Beelt’s performance in this sense?

I have no doubt that Beelt makes the difference.

Speaking of the Simple project, where I am currently responsible for the supervision, I immediately notice the concern with quality control, something very visible by the allocation time of the technical and construction support teams, a fact that, unfortunately, nowadays is not very common. At Beelt we can see a great concern with the final product and with its behaviour and long term maintenance from the very first moment. I have seen several times the construction management suggesting changes that would reduce the probability of future problems arising from the use of the houses.

Picking up on one of the topics of the previous question, I have to mention Beelt’s demanding planning and organization, from budgeting to execution, which is why the work is running within the contracted deadline.

I would also like to point out the work done in terms of compliance with safety procedures and rules, as well as the cleanliness and organization of the site, issues of extreme importance to both the team and the external image.

I see in the people involved an enormous capacity and dedication, and therefore I have no great doubt that the result will also be of quality.
